The Structure of Industry Sector
Since many migrations had happened after the 1st World War,the reason many known art and production branches had lost of their importance it started to be lived calmness in city economic life.
In 1930s, this calmness was overcomed with Amasya’s having railway connection and opening Turhal Sugar factory in Tokat and it had caused to reveal becoming more alive and having more different kinds agricultural structure.
The sugar factory leaded not only the improvement of agriculture and industry but also mining sector. In fact Yeni Çeltek Coal Managing met the needs of energy of the surrounding sugar factories beside the Amasya sugar factory.
Yeni Çeltek Coal Managing obtained the opportunity for employment in agriculture sector of the city because cutting without soil appeared as the result of the period of using machinery in agriculture and opening to new bazaars in 1960s, moreover the benefits that we mentioned before.
The economic life in Amasya, building of Turhal sugar factory and opening the railway between Sivas and Samsun to use made an activity and became United with the country bazaar and opening the Amasya-Suluova sugar factory increased the activities in 1950s; so sugarbeet had changed and developed not only the agricultural structure but also the structure of industry in Amasya.
In this frame; movement of industrialization had started with the leading of opening the sugar factories beside the small manifacturing which were organized just like hand workbenches, tanneries,wine institutions and flour mills.
With this industrialization movement; milk,oil, food, flour and fruit juice factories were built especially focusing on agriculture products and food.
But small measured managings protected their existence in economy.
The remarkable speciality in development of industry in Amasya is that the industry was realized by the leading and contribution of government enterprise. When you put aside such kind of institutions, you can see that the small measured productions take the great part.
The factory measured industrialization movement based on labour had started in Amasya in 1950, and with the increasing in planting beet helped to accelerate the invesment on food industry heading the sugar industry.
When the ındustry structure is observed, since the private sector investment is generally on food matters and stone and soil industry ,there are lots of large and small managings on food industry. Most of them are flour factories and in Stone and soil industry take the the second place.
The industrial enterprises are weak and the investors who obtain capital accumulation invest their Money out of the city centre. so such investments flow other regions.
The capital,the level of income and thus the investments are found in low level around the city.
The Structure and Development of Lower Sector of Manifacturing Industry
It is observed that the stable establishments in manufacturing industry basically make productions turned to domestic market. This industry structure is not suitable for the exporting and opened to foreign marketing rivalry politics which Turkiye still carry out.
The city economy is mostly based on the agriculture,the agriculture sector is continued its position in economy,although in recent years it loses its importance day by day since there are some new investments and improvements in industry sector.
Although Amasya was taken into the first in progress in the second degree regions in 1985 and was taken into the first in progress in the first degree regions in 1997, since the culture of industrialization doesn’t develop,it hasn’t enough capital investment and the investors who live in the country or abroad can’t be atracted to the city, it doesn’t obtain great development in the industry area.
The urban economy still protects its agricultural characteristics.
But there is a movement in industry in Amasya, after small industry sites which formed substructure of industry, were built in 1980 and the organized ındustry areas attempted investments in the region after 1996.
Although the agriculture sector is the responsible sector in the city ,it is seen that the industry which is based on agriculture doesn’t develop properly, either.
Todays , fattening organized industry areas have been built to the far places from centre of population to make this work suitable for modern fattening managing and in a way which doesn’t affect the social life and also in order to take under control the negative effects of the fattening because it is done in settlement areas as a family managing and also they have been built to collect these managings to far.

Amasya Organized Industry Area
Amasya organized ındustry area (OSB) is on the 23rd km of Amasya-Çorum highway and it is placed on Dogantepe position. It was built after the constution of Organized Industry Area from Amasya City Private Management.the Amasya Municipality and Amasya Trading and Industry Association in 01.01.1993.
The construction of the building was started in12.06.1993 and was finished in 31.12.2001.
Organized Industry Area’s total area is 75 hectare and there are 35 ındustry plots of land. These plots of lands’ first appropriation was started in1995. although 27 of them were assigned the Industry Managing,8 of them are still empty.
In Amasya Organized Industry Area, there are just 16 active ındustry establishments from 27 assigned ındustry plots of land, 4 of them are still under construction,2 of them is in Project stage, 1 of them is closed because of different economic reasons; there are 23 Industry Managings in total.
The production institutions in organized industry area are generally small and middle measured managings, there are block, numberplate, faience marble densily in it.

These institutions consume 6.000 ton water and 495.000kw/h energy, the managing and care of water system are done by OSB directorate ,the care of electricity is done by OSB and its managing is done by TEDAS.
The dirty churn water is poured out with discharge line into opened drainage canal.
Naturalgas hasn’t been used yet in OSB. OSB (Organized Industry Area) in Amasya there are 5 areas and lands which are assigned without price to the firms with the law of 5084; one of them is for textile,one of them is assigned for furniture, 3 of them are assigned for manufacturing of marble and coal.
The total amount of these investment is 2 trillions 800 millions Turkish liras; when they completely started to produce they will serve opportunity of adddition employment to 132 people more.
Merzifon Organized Industry Area
Merzifon OSB (Organized Industry Area) take places on the 2nd km of Ankara.
It was established by enterprisng committee of Amasya City Private Management, the Municipality of Merzifon, Merzifon Trading and Industry Organization, Merzifon Limited Responsible Trades and Credit Bail Cooperative in 1987.
The construction was started in 1995 and was finished in 2002.
The Organized Industry Area is constructed on 111.8 hectare area and there are 51 industry plots of land; although 43 of them are assigned to ındustry managings, 8 plots of land are still empty.
Organized Industry Area in Merzifon, 43 industry plots of land are assigned, 19 of them are producing, 6 of them are still under constructions, 13 of them are in the Project form, there are 38 industry institutions in total.
The producing institutions in Organized Industry Area are small and middle measured managings as in Amasya.

Organized Industry Area in Merzifon there are 26 areas and lands which are assigned without price to the 21 firms with the law of 5084; 3 of them are in producing stage; one of them is for textile, one of them is assigned for plastic, 1 of them is assigned for electrical machines industry.
Started 8 projects’ constructions, 1 of them is for food, 2 of them are for electrical machines, 4 of them are for plastic and 1 of them is for furniture industry.
10 projects’ Works are still going on; 3 of them are for food, 2 of them are for electrical machines, 1of them is for construction materials, 2 of them are for metal, 1 of them are for forest products, 1 of them is for textile industry.
These investments foreseen total amount is 70.000.000 dollars and when they are activated they are going to employed 2.800 people.
Amasya-Merzifon OSB (Organized Industry Area) is at the 300 km of Ankara, 700km of İstanbul, Samsun 100 km and it is also on the highway’s junction which combines İnner Anatolia to the Black Sea and the Eastern Anatolia;İstanbul to the Black Sea and the Eastern Anatolia.
Meanwhile the institutions(Gumusfon, Sente, Timay, eletro motor and Platform compozite door profile factory which is under construction) in Organized Industry Area in Merzifon make productions at the standarts of UN and these productions are exported to the foreign markets.
The Projects of Organized Industry Area in Suluova
This Organized Industry Area in Suluova was joined into the investment programme with its improving type of Project and 99% will be constructed by Industry and Trade Ministry credit . and the Works which were made in 2005 for this Project:
As the result of the investigations which were made by the certain place choosing committee formed by Industry and Trade Ministry, Suluova mixed Organized Industry Area was pointed at Tuzlu Kuyu position of Kazanlı village with 748.960m2 area.
It was established by Suluova city private management, Suluova Municipality and a committee of Industry and Trade organization, as it was approved by Industry and Trade Ministry, it gained a Judical individuality.
Observative, geological and geo-technic reports have been finished about the mentioned area.
In the borders of Suluova Organized Industry Area, 116.100m2 area belongs to national treasury lands and with the law of 5350 and 5084 which are about the making some changes about the laws if it is necessary for the investments and employing encouragement, the Works are still going on for transferring of lands.
In the borders of Suluova mixed Organized Industry Area, there are 625.848m2 area of 24 plots of land which belong to individuals, so its works of legal expropriation has been finished.
As the payment of legal expropriation, 400.000YTL has been supplied by Industry and Trade Ministry. On 487.697 m2 area’s land price comes to an agreement with the owner of the lands. 434.825 m2 of the area’s title deed was taken in the name of judical individuality of Suluova mixed Organized Industry Area.
The rest of 169.072 m2 area’s title deed was being tried to get in 2005.but the price of the area was identified as 637.957.000 YTL, 237.957.000 YTL added appropriation was demanded from Industry and Trade Ministry.
But within the 138.380 m2 area, it hasn’t been reached on an aggreement but their Works of legal expropriation were started. In 2006 the price will be pointed by the related trial paying attention on TL/m2 and than it will be done by the concerning ministery with the demand of 215.617 YTL.
Consequently ,when the Works of legal expropriation will be ended,after following Works of maps,location plan and substructure projects’ adjudication have been completed, the investments will be started at the mentioned area.
Suluova Food Organized Industry Area Project
The committee which is formed by Industry and Trade Ministry for this Project identified an area at the 90 Ha. of Çardaklı pasture situation in Suluova.
It was established by Amasya city private management, Suluova Municipality and a committee of Industry and Trade organization, as it was approved by Industry and Trade Ministry, it gained a Judical individuality.
With the 4342 pasture’s law and in its 14/4 item, its appropriation aim was changed and its title deed was taken its judical individuality in the name of Suluova food Organized Industry Area.
Its adjudication was done with 38.000.000 YTL price includes ÇED report related with the area, the map belongs to the area, the public improvements plan, practice for organization of the land and the building land with plans for plots of land, the substructure ground practice report, the substructure practice Project, the preperation of study Project for exploration and adjudication, construction of engineering services, but the price doesn’t include KDV.
In the first stage,while location public improvements was being prepared, 112.000m2 area which belonged to national treasury land was identified at the point of 3.5km distant from the chosen Food Organized Industry Area for quarantine area where is demanded by Agriculture and Works of village Ministry. This area’s title deed is being tried to be taken with the extent of 5084 law.
The Small Industry Sites
Göynücek Small Industry Site Project
In Goynucek town in order to establish a small industry site with 30 shops,11 da area at Demircay location was identified as small industry site (KSS) by the municipality after Industry and Trade Ministry’s pointing a suitable place and making changes in public improvements plan aiming this.
For this mentioned area,geological and geo-technic study report with the help of technic help of the area and the land plan made related institutions to Industry and Trade city directorate prepared.
It took place in the government investment programme with 1095.000 YTL the Project price whose 70% would be benefitted from Industry and Trade ministry credit between 2000-2006 years.
The Goynücek small site project wouldn’t be started until 2005 since the lack of sources because the land’s ownership couldn’t be taken.
But as a result of Works that were made in 2005, the related cooperative entered the land adjudication which was made by the municipality, bought the pointed land.
The Works which are made to get the title deed will have been finished by December. After finishing these Works, the adjudication to make the superstructure Project prepared, will be held and than the investments will be started.
If it is impossible to finish the project in 2006, the act of making longer the project duration for the investment will be done by the ministery of industry and trade.
Hamamözü Small Industrial Site Project
S.S. Hamamözü small Industrial site was built on 17.02.1992 it has 37 members.
It was one of two districts without a small industrial site, studies to build KSS which is the base of ındustry has been begun. One of the aim of buıldıng KSS is providing better conditions to the masters.
The ministry of commerce and industry decided to use 17.000 square meters of 90.000 square meters pastureland according to article 4342 reletated to the law of pastureland for this aim.
The second step is registering the land after the price of 20 years is paid.
After registration, the Project will be used as an investment programme by the ministry.
